About RCSP
The Recovery Community Services Program (RCSP) will provide peer recovery services to individuals with substance use disorder and any co-occurring substance use disorder through evidence-based programs and strategies that are defined in Exhibit E: List of Opioid Remediation Uses of the court order establishing the Pennsylvania Opioid Misuse and Addiction Abatement Trust.

Process
Peer recovery support services will be provided to individuals with substance use disorder (SUD) or co-occurring substance use and mental health disorders (COD) aged eighteen or older, including those in recovery from these disorders, who reside in the counties of Columbia, Montour, Snyder, Union, and Northumberland.
This will be accomplished by creating a continuum of care from either a hospital or human services agency to effective behavioral health treatments and services.
A recovery specialist will meet with the individual face-to-face to complete a screening in order to develop a personal and sustainable recovery plan. Every effort will be made to involve the individual’s family in the planning process, if the individual so desires. Weekly educational sessions to reinforce new life skills will be provided as well as sober recreational opportunities throughout the year.
The certified recovery family specialist will engage families impacted by SUD/COD and link them to community-based support services.
Objectives
Warm Hand-Off Services:
Engage individuals who receive emergency care for an overdose or substance abuse injury.
Coordinate with physicians to initiate MAT services in the hospital emergency room.
Recovery Support Services:
Provide follow-up and other vital care coordination services to individuals with SUD/COD to support individual engagement and retention in treatment.
Recovery Supportive Community Environment:
Engage non-profits, faith-based entities, and community coalitions to support individuals in treatment and recovery though support groups, social events, and sober networks.
Family Support Servies:
Offer care navigation to connect family members to treatment, resources, and services in order to begin and stay on their own recovery journey.
Community Outreach:
Raise awareness of the availability of recovery services and foster engagement.
Reduce discrimination and stigma concerning individuals with SUD/COD by providing community education.
Harm reduction Elements:
Provide risk reduction interventions
Coordinate MAT referrals.
Distribute overdose reversal supplies, testing strips, and wound kits.
